Early Care and Education (Supplement 2; Identifying Mental Health and Substance Use Problems for Children and Adolescents: A Guide for Child-Serving Organizations – A Report of the Surgeon General expounds upon identification of social and emotional problems in very young children and attempts to answer such questions as: What methods are used to identify social and emotional strengths in problems in very young children? How often should very young children be screened? Who should complete a screen? This supplement also addresses confidentiality and parental consent when working with caregivers.

  1. Acknowledge the mental health needs in infants and young children.
  2. Be able to identify the social and emotional problems in very young children.
  3. Describe the role of a caregiver and the way in which the counselors should talk to them when a screen has identified a possible problem.
